This paper discusses economic integration in the EU in the area of digital information systems, such as the Internet, including the challenges that such integration may pose and the EU's policy on this issue. More specifically, the authors examine 1) the challenges that will face efforts to create a common digital market in the EU; 2) the European Commission's June 2015 Digital Single Market Strategy; 3) the EU's plans for legislation on data protection and consumer rights as set out by the General Data Protection Regulation (GDPR); 4) the international implications of the establishment of a regulatory system for digital issues in the EU; and 5) what role Germany can play in furthering the EU's digital policies.
