This bulletin discusses Russian policy towards Georgia, Armenia and Azerbaijan. In general, the author contends that Moscow has a policy towards these countries that combines veiled threats of destabilization if the countries ignore Russian interests with occasional offers of economic and military cooperation. He also suggests that instability in the South Caucasus means that Russia has a significant amount of influence on the level of security in the region and that Moscow's policy towards Georgia, Armenia and Azerbaijan may lead to new conflict in separatist areas in these countries. Finally, the author offers recommendations for the EU and NATO on how to mitigate further crises in the South Caucasus and increase relations with Georgia, Armenia and Azerbaijan.
