This paper examines different proposals for the development of a universal set of principles to guide social policy. The study highlights such problems as the lack of structures of power, authority and accountability, and capacities for dealing with issues of large scope and scale. The author explains that the search for answers to the challenges of establishing effective global social governance will remain a continuous process.
