This bulletin addresses the negotiations between the European Commission (EC), the EU Council and the European Parliament (EP) on the Inter-institutional Agreement on Better Regulation (IIA), which started in June 2015 and aims to improve the quality of law-making in the Union. In general, the author contends that a review of the positions of these three actors on a number of issues under negotiation reveals that they hold conflicting views on how the EU legislative process should work. She also 1) suggests that there is an effort by the three actors in the negotiations to increase their own powers and limit those of the others; and 2) discusses what approach Poland and other EU countries should adopt towards the negotiations.
