This paper examines food policy in the context of the changing character of the food system. The study highlights the complexity of such issues as technical change and the industrialization of the food system and describes how such developments transform the way food is produced and consumed in developing countries. The author analyzes some future challenges for food policy, including the impact of science and public opinion.
