This brief argues that the countries that wish to improve the implementation of protection of civilian (POC) mandates in UN peace operations - countries which the authors suggest include a large group of African and Western states - must outline specific ways to enhance the capabilities of such operations. The authors advocate improvements in 1) the provision of adequate personnel for operations; 2) transportation and mobility capabilities; 3) technological capabilities; and 4) training and capacity development.
