This paper examines some of the key issues in South-South cooperation (SSC) that countries and other stakeholders will need to address if this form of cooperation is to provide a viable alternative to traditional forms of aid. These are 1) the rising unequal power relations between countries in the global South; 2) economic inequality within countries in the South; and 3) how to ensure that SSC partnerships are formed, defined, managed and evaluated in ways that enable the inclusive participation of the different countries and populations involved.
