This paper assesses food aid reform. The study describes hunger issues as central to the achievement of the international development targets for reducing poverty. The author highlights the importance of food aid not just in the context of hunger, but also as a case study for the pitfalls of reshaping global governance. The paper describes the lack of consensus on moving from general food security goals to specific objectives for food aid as the major obstacles for achieving effective food aid reform.
