This note, which is based on research undertaken from 2001-2014 in Sudan and South Sudan, describes how weapons and munitions that were intended for UN and AU peacekeepers ended up in the hands of others. The note’s authors conclude that 1) such diversions were hardly "infrequent" or "negligible"; 2) the underreporting of lost arms and ammunition by UN/AU peacekeepers was significant; and 3) problematic record-keeping of available weapons and munitions stocks only added to the problem.
