This paper takes stock of the activities that are presently occurring on the 'Dark Net', an area of the Internet that’s only accessible by using encryption tools such as The Onion Router (Tor). In general, the paper’s authors contend that while the Dark Web’s anonymity does permit socially damaging or criminal activities, it also enables people in repressive societies to access censored content and freely express themselves. Given the latter advantages, systems such as Tor should not be automatically demonized in public debates over whether the Dark Web should be policed more stringently or not.
