This note offers recommendations for the EU policy makers seeking a solution to the Mediterranean migration crisis. The author explains that the EU efforts to reduce the numbers of migrants and deaths on the Mediterranean Sea are failing because of a lack of financial support and, more fundamentally, because of a lack of understanding of the underlying causes of the increased immigration. He clarifies the term migrant and refugee and notes the difference between the legal status of the two. He contends that a different view of immigration in the EU is required, in combination with new interventions that target the causes, rather than the symptoms. He suggests that instead of criminalizing the migrants, the EU should create legal entry points for such groups.
