In this testimony, CNAS’ Robert Butler focuses on various aspects of cyber conflict. He specifically concentrates on 1) definitional issues, including what constitutes 'cyberspace operations' and why ‘cyber war’ is a problematic term; 2) the US’ poor understanding of how cyberspace capabilities might be used in a run-up to war; 3) how international laws and norms apply to cyber-attacks; 4) the role US cyberspace capabilities can play in the country’s defense policy; 5) how diplomacy can help contain cyber conflicts; and 6) what different political actors in Washington should do to improve the country’s cybersecurity policies.
