This paper assesses the state of the security sector in Armenia in 2005. Following a brief examination of the concept of security sector reform (SSR) in theory and practice, the report examines some of the changes that have taken place since Armenia's independence in 1991 in light of the country's complicated regional security environment. It goes on to consider each of the main security actors in more detail, as well as public attitudes towards them. It concludes by reflecting on the potential for security sector reform in Armenia and the possible benefits that such reforms might bring.
