This brief focuses on Ramzan Kadyrov, who is the current leader of the Republic of Chechnya. The brief's author specifically discusses 1) the pact reached between Russian president Putin and Kadyrov to keep Chechnya stable; 2) the effects of “Chechenization,” which includes the stabilization of the province by installing Kadyrov as the local dictator; 3) the extent to which Kadyrov serves as a proxy for Putin's local policies; and 4) the systemic problems with Chechnya, which are contributing to Russia's gradual loss of control over the region.
