This bulletin discusses the ASEAN Intergovernmental Commission on Human Rights (AICHR) and its leadership change in October 2015. The author argues that although the AICHR constitutes the main body for promoting and protecting human rights in Southeast Asia, the intergovernmental nature of this grouping offsets the actual degree of civil-society inclusion. The author hopes that the leadership change of AICHR will increase the space for human rights discourse among AICHR members.
