This paper distinguishes between two types of Syrian refugees – the poorer, rural workers stuck in refugee camps in Jordan, Turkey and Lebanon, and the richer, middle class professionals who live outside the camps and are migrating to Europe. The problem is that while Europe has so far received the "the best of Syrian society," their poorer, less educated countrymen are now making their way to a continent that has yet to clarify their legal labor market status and enhance the educational opportunities they will inevitably need.
