To facilitate consensus building and faster decision-making, this paper calls for like-minded nations to partner together in the latest round of climate negotiations. The paper's authors specifically advocate forming technology-centered partnerships while also 1) clarifying the conditions under which they are created and sustained, and 2) analyzing how their 'design elements' could facilitate effective technology diffusion, and a diverse, regional approach to problems and how they’re governed. Finally, the authors identify how new partnerships could deliver measurable actions and possibly increase the trust among different negotiating parties.
