This paper reviews 1) Russia's hybrid warfare strategy and capabilities, and 2) how this form of aggression became central to the military’s modernization in the post-Cold War period. The paper’s author further speculates on whether Moscow's recent use of hybrid warfare in Ukraine represents a return to Cold War competition, and if NATO's experience with Soviet information warfare means the Alliance is actually prepared to deal with the challenges Russia poses today.
