This backgrounder reviews the ongoing strategic competition between China and India over control of the Indian Ocean. It specifically considers 1) the strategic importance of this ocean to both countries; 2) the tensions that have arisen from their conflicting aims; 3) the other nations have a stake in the Indian Ocean region; and 4) the prospects for improved regional governance in the area.
