This commentary believes that the review of the EU's European Neighbourhood Policy (ENP) will 1) improve its so-called mobility partnerships; 2) introduce a civil-military dimension to border-management missions, and 3) enhance cooperation with countries that serve as departure points for asylum seekers and refugees. At the same time, it's unrealistic to expect a modified ENP to control the migration problem anytime soon, let alone end it.
