This brief examines Russia’s conceptualization of power after 15 years of Vladimir Putin’s rule. More specifically, the brief's author describes 1) who exercises decision-making power in the country and how they perceive it; 2) the processes they use; and 3) the challenges posed by this particular system of control. The author then goes on to explain the role Russian society plays in holding the existing power system together and speculates on its inevitable, crisis-provoking end.
