This handbook or 'toolkit' provides the programming steps West African nations can follow to develop and implement context-relevant security sector reform (SSR) programs. The handbook additionally offers 1) practical advice on prioritizing and sequencing reform actions; 2) budgeting SSR programs and mobilizing the resources necessary for their implementation; 3) establishing viable and efficient management mechanisms; 4) coordinating national- and international-level implementation measures; and 4) developing a SSR communications strategy that will support transparency and sustain national ownership.
