This technical paper analyzes the debate on aid effectiveness and its implication for aid allocations. In particular, the author reviews the Collier/Dollar aid allocation models and related research and criticisms, testing those results against a wider range of sensitivity tests, and concluding with an analysis of the relative efficiency of aid allocations over time and between donors.
