This paper explores the progress that has been made in creating an International Code of Conduct for Security Providers (ICOC). To facilitate the process, the text's author advocates adopting a multi-stakeholder approach that will create viable governance and oversight standards, particularly for private security companies that are now performing services once done by the state.
