In the wake of the EU's review of its European Neighbourhood Policy (ENP), which ended on 18 November 2015, this Bulletin argues that the proposals to improve the ENP are "insufficiently ambitious." Not only don't they include many of the improvements that were made to the old ENP system, the new enhancements need to 1) align financial assistance with strategic goals, 2) reform existing budget support mechanisms, and 3) ensure the EU helps associated countries implement the Deep and Comprehensive Free Trade Area Agreement.
