This report looks at the Comprehensive Agreement on the Bangsmoro, which the Philippine government and the Moro Islamic Liberation Front concluded in 2014. After reviewing the context and evolution of the 17-year long Mindanao peace process, the report’s author then looks at the security-related agreements the disputants finally reached, including de-arming the insurgents. Finally, he presents some of the lessons learned from the peace process that might apply to other contexts.
