This brief, which was published prior to the release of the UK government’s 2015 Strategic Defense and Security Review (SDSR), highlights the key strategic questions that the SDSR needed to address. The questions were indeed existential ones – i.e., what are the assumptions that underlie British defense and security planning? Are they accurate? What are Britain’s roles and interests in the world? What were the results of past and current postures/policies? And finally, should the money being invested in offensive military capabilities be spent on other tools and levers?
