This report insists that the international community needs better tools to assess the condition of fragile states. Indeed, what it needs is a new Country Fragility Assessment Framework which systematically analyzes 12 societal and institutional sources of fragility. Although the framework does not directly provide solutions, argues the report's author, it can at least help decision-makers improve their diagnoses and tailor their interventions.
