This brief focuses on China's inaugural "Law on the Administration of Overseas Non-Governmental Organizations," which is designed to 'supervise' foreign NGOs operating within its borders. As the brief's authors see it, the law doesn't prohibit foreign activities in China. In fact, it may even facilitate them by giving NGOs a new-found legal status. Nonetheless, the foreign entities will have to play by the rules of Beijing's Public Security Bureaus, particularly when it comes to their physical/online activities.
