This bulletin challenges Russia's claim that its military intervention in Syria is being driven by its national interests and a desire to curtail the return of Russian foreign fighters. Instead, Moscow’s involvement is designed to 1) shore up the weakened Assad regime, primarily by attacking its non-ISIS opponents, and 2) buttress up support for Vladimir Putin’s domestic policies.
