This commentary grapples with a basic question -- should India become a service sector-led economy without first becoming a manufacturing one? While working his way through the problem, the text's author examines 1) the strengths and weaknesses of India's labor market; 2) the burdens which restrictive legislation places on the country's manufacturing sector; 3) Prime Minister Modi's "Made in India" scheme, which is designed to boost goods-centered production; and 4) the Indian government’s attempts to pass manufacturing-friendly reforms.
