This handbook/toolkit specifies how West African states can cooperate more fully on security governance. More specifically, it spells out how ECOWAS members can manage security sector reforms (SSR) in ways that 1) comply with international standards, regional norms and “national visions”; 2) ensure cost-efficiencies and mutual accountability; and 3) work towards sustainable results.
