The Khartoum Process is a framework that has been established by EU member states and countries in the Horn of Africa to pursue concrete projects on migration. (Note: The framework isn't designed to establish legal migration channels.) This study focuses on the political economy of the framework and concludes that conflicting interests do exist between African and European partner states, particularly in the political sphere. In response to these problems, the text's author suggests ways to alter the Khartoum Process and thereby make it more politically legitimate and beneficial to migrants in the Horn of Africa area.
