This report explains why the prospects for a negotiated settlement between Israel and the Palestinians remain bleak. As the text's authors see it, the Jewish State’s conflict management strategy towards the Palestinians has coarsened its domestic politics, further fragmented the Palestinian opposition, and diminished the number of peace options that remain available. Two possible ways out of the current impasse might be to adopt a rights-based approach to the Palestinian struggle, and to impose financial and moral sanctions against Israel's occupation of pre-1967 territories.
