If a government wants to invest in Cyber Security Capacity Building (CCB), what dimensions of this process should it focus on? According to this report, it should zero in on 1) the methodological dimension, which includes developing frameworks for assessing and delivering CCB programs; 2) the technical dimension, which concentrates on training and supporting the Computer Emergency Response Team (CERT) and law-enforcement capabilities of partner nations; 3) infrastructure development programs, which have long been a feature of international development, albeit without much focus on security concerns; and 4) budgetary support, which can be used to fund partner countries’ cyber security expenses over the long haul.
