This commentary describes how the so-called Islamic State (IS) uses its control over dams on the Tigris and Euphrates Rivers as a "weapon" in both Syria and Iraq. The text's author additionally explains 1) why the opportunities to blunt this tactical use of water are limited, and 2) how this valuable resource illustrates IS’ conflicting interests in terrorizing others and yet building a viable state.
