This paper outlines the money being spent by 31 European countries on defense and what their outlays bode for the years beyond 2015-2016. More specifically, the authors analyze 1) six trends which mark current bilateral and regional defense cooperation on the continent; 2) five driving factors behind European defense cooperation: 3) the threats and institutional pressures NATO and the EU face, particularly in relation to collective defense; and 4) the defense industrial policies which are likely to shape European security cooperation in the short-medium term.
