This brief argues that if you want to develop a successful strategy, you need to do four communications-related things. You need to 1) understand your audience; 2) find and emphasize mutuality; 3) create the space for an enduring conversation; and 4) hold a conversation, not a monologue. Absent these elements, you won't be able to facilitate your policy goals and enhance their chances of success.
