This note examines how the Democratic Forces for the Liberation of Rwanda (FDLR) has managed to survive as a military force ever since its members fled into the neighboring Democratic Republic of the Congo (DRC) in 1994. The text's authors also take stock of the Hutu group's resources as of late 2015, including its available manpower, revenues and weapons.
