This report examines how UN organizations should prioritize the protection of civilians in their peace operations (POC), as described by the High-Level Independent Panel on UN Peace Operations (HIPPO). More specifically, the report's authors examine how POC should be woven into the mandate development process, which according to HIPPO should be phased and sequenced. (Phasing and sequencing permits POC to be linked directly to political strategy, mission planning and analysis, and the deploying of capacities that protect those who need protecting most.) The report's authors conclude their analysis by recommending additional ways that peace operations stakeholders can enhance POC in the future.
