This paper examines the prospects of the Bilateral Agreements in Central and Eastern Europe for minority protection. The author provides a comprehensive analysis of the agreements and a general comparison of their provisions concerning minorities. The author concludes that the respect for the rights of national minorities in a given state is primarily a matter of political will, as appropriate legal arrangements can be successfully worked out at all levels.
