This research paper evaluates the performance of the OSCE long-term mission to Estonia. The paper is based on field research and features interviews with OSCE's staff members. The author highlights problematic aspects of the mission's activities, but also notes the positive OSCE contributions to reducing tensions in Estonia. The author seeks to generally assess the value of OSCE long-term missions in the context of preventive diplomacy.
