This brief deplores the recent impulse to frame Latin America's War on Drugs in humanitarian terms. According to the brief's authors, labeling drug trafficking as a humanitarian crisis could lead to the 1) abdication of state responsibility; 2) “invisibilization” of policy alternatives; 3) thwarting of discussions on regional drug policies; and 4) sidelining of civil society by international humanitarian actors.
