This paper explores the reasons behind the persistent exclusion of young Arab and Turkish migrants from two of their destinations -- the Gulf States and the EU. The text's author particularly focuses on youths from Morocco, Tunisia, Egypt, Palestine, Lebanon and Turkey during the period from 2011 through June 2015. While doing so, he describes the nature, politics and institutional dimensions of the migration policies that were applied to the above cohorts.
