This brief explores the difficulties raised by the huge number of refugees in Africa's Great Lakes region. More specifically, the brief's author analyzes 1) why the refugees have been hesitant to return home, and 2) the impact of refugee flows on peace and security, land access, and socio-economic control. The text concludes by providing possible next-step solutions to the refugee problem and the conflicts it has spawned.
