This brief argues that the Schengen Treaty remains critical to the EU's ability to deal with the migrants and asylum seekers making their way to Europe. However, in order to keep the Treaty's provisions functioning properly, the problem of undocumented persons inside the Schengen area will have to be addressed, which means 1) providing greater "institutional capacity" at the zone's external borders, and 2) exercising greater control of travel within the zone. Yes, the brief’s author admits, these measures will hinder peoples' freedom of movement, but they will preserve the movement of capital, goods and services within the Schengen area.
