This paper asks whether the costs of providing public services in low-income developing countries tends to rise when expenditure on these services increases. The authors reviews country case studies in the fields of primary education, road maintenance and child immunisation as related to periods of expenditure growth. They look for evidence of rising costs in expanding public expenditure programs in low-income countries.
