This comment assesses the future prospects of the Minsk agreements. In particular, its author explores 1) the divisions that exist within the EU on how to deal with a militarized Russia; 2) Moscow’s unyielding stance towards the Minsk deal; 3) the lack of a Ukrainian consensus on the Minsk framework; and 4) the possibility of simultaneously pursuing other measures outside of the framework.
