This third version of the DCAF-NATO PA's "Vademecum" highlights the essential role parliaments should play in ensuring democratic oversight of the security sector. The handbook 1) provides an introduction to the overarching principles of security sector reform; 2) highlights the best practices parliaments might follow in meeting their oversight functions; and 3) lays out particularly useful oversight mechanisms that parliamentarians could use.
