This paper discusses the problems Myanmar currently faces and what outside actors can do to facilitate the country’s transition towards democracy. The nation's problems include 1) overcoming five decades of military rule; 2) the persistence of a nearly feudal social system; 3) a bloated national army; and 4) the presence of hundreds of armed ethnic groups and militias. To help resolve these problems, Myanmar needs to 1) receive more coordinated global aid; 2) resolve the stateless status of Rohingya Muslims; and 3) enhance its ties with ASEAN.
